If this is so, I assume that they will make available local building permits and plenty of funds for the drastic (in most cases) building remodeling necessary to accommodate all the stuff in a single place... ;-> In a more serious vein, I cannot see how this could ever be implemented except by starting from scratch. Most institutions simply don't have the space to put everything into one area, even if it were a good idea (which it isn't, it _really_ isn't).
