I-70 troubles

Hi all
    I have an I-70 that is giving me trouble. Whe I start it up, I can
hear a very audible, electronic zap. It sound very much like a shorting
out wire. I have investigated a little, and have discovered that when I
take the cover off, and start it up, at the starter assembly, between
the white wire labeled anode, there is a clear arcing between the
terminal and the edge of the starter assy. I have talked to Phil at
Evergreen, and he suggested taking the wire off and cleaning it. I did
but it hasn't helped any. Has anyone ever seen this, or have any
suggestions (aside from running for cover whenever I turn it on)? Much
thanks.

Just a note, this was the first time dealing with Evergreen, and I found
then extremely helpful, accomodating and friendly.
