CD19 PE and CD3 FITC behaving strangely?

Hello all.  
Our lab here received new lots of CD19 PE (lot # 11841) and CD3 FITC (lot
#10799) from BD recently  Both of these antibodies appear to be staining the
negative cells, giving us incorrect statistics if we don't move the quadrant
markers.  A parallel test of these two antibodies to previous lots was not
done.  I was wondering if anyone else has received these lots and are
experiencing the same problems of the negative cells becoming dimly positive
for CD19 or CD3?

I think a titer needs to be done but our lab director feels that isn't
necessary.  I've double checked instrument settings and re-stained many
samples.  Can anyone offer me some advice or insight?  I don't know what is
acceptable to do to make the negative cells move back down into the corner.
We are seeing this happen on both stains on peripheral blood and bone
marrow.  I can provide our staining protocol or any other information to
those who are interested.
