Although I only detect CD69 in human cells, I will share some thoughts - 

first suggestion is to check your mAB crossreacts with your primate. There was a link on the group earlier about a table of crossreacting antibodies.. I lost it, but you can search the archive for it. 

second suggestion is to make sure your kinetics/high controlls are good..
when I do CD69 detection I use several high controls - 

120ng/mL PMA, 
CD2/CD2R complex (BD)
PHA-P (sigma)

assuming our cousins' biology is similar to our own, any of these should give you beautiful CD69 upregulation on any fluor within 3-5 hrs peak with drop after about a day. I did this with and without permeabilization. 

When I say upgregulation I'm talking about going from 0-1 log to 2-4 log. 

Let me know if you have other questions about CD69, I use it VERY frequently.
