DNAse and cell clumping

According to the textbooks, DNAseI makes single-strand nicks in the presence 
of Mg++ and double-strand breaks in the presence of Mn++ (10mM). However, to 
prevent cell clumping, everybody appears to be using DNAse in plain PBS 
(probably Ca++ and Mg++ -free).
Mn++ gets never mentioned. 
To prevent or undo cell wrapping by DNA, don't we want double-strand breaks ?
