Some years ago we had a similar problem, but on very weak fluorescence. We
finally found out, that the laser plasma of the UV laser was exciting some
fluorescence, because it has enough intensity in the blue and red. May be,
that is responsible for it. To check, you can use a UV filter such as UG11 to
block most of the plasma light.

But that is just an idea, better check the fluorescence of the beads in a
fluorescence spectrometer, may be the material of the beads itself
fluoresces! With UV you can nearly excite everything.
