I obtained a copy of the draft a year or so ago. My wife Suzanne and I
detailed some of the design errors. After that, I never received another
draft. The entire process for creating FCS 3.0 is completely out of step
with all of the other standardization processes I have observed. I forwarded
the information sent to me on the light image draft of DICOM to the
Cytometry list server. Since I have been involved in Ada, I have followed
the development of some software standards by the US Department of Defense.
It has become sadly apparent that the Department of Defense has been much
more open and democratic in of the development of software standards than
ISAC. As a founding member of ISAC, this greatly saddens me.

The best way to avoid mistakes is to maximize open discussion. Code and
design reviews are well known to be very useful.
