You're right, Pro2FCS files do not provide $TOT (in any FCS form).
I've modified MFI to work fine with them, though. Here's an excerpt
from a beta-test announcement for MFI I made on 1/13/95. (Subsequently,
MFI 3.4I has been released including these features.)

[BEGIN QUOTE]

A peculiarity of this [Pro2FCS] file structure is the absence of $TOT. I
calculate the total number of events from the parameter data sizes and the
offsets. If anyone is interested, ask and I can make available the C code
I use. I do this for all files anyway since in some cases the number of
events actually recorded in the data block is less than that given in
$TOT. [A warning message is emitted when there's a discrepancy.] I have
not been able to obtain a Pro2FCS file containing TIME as a parameter so
MFI may not interpret the TIME range properly when it first encounters such
a file.

[END QUOTE]

I still have never obtained a Pro2FCS file with TIME. If someone has
such, please put a sample in /incoming at flowcyt.bio.umass.edu for
my and MFI's edification.
