Yes, the answer is no. First, DAPI binds to DNA via two modes; the first
being intercalation between base pairs and the second an outside binding
to the minor groove at AT rich sequences. Second, DAPI also binds RNA.
The fluorescence seen is the sum of this three modes of binding and
consequent fluorescence enhancements. The quenching of fluorescence by
BrdU incorporation in one mode is canceled out by the fluorescence
yielded by the two other modes. There has been a number of papers on
these DNA / RNA binding modes of DAPI in Biochemistry in the last few
years (which I now do not recall in detail). If you would like to have
