Just to add a little to Dave's comments, especially regarding the
heat exchanger systems.
Many sites (but not all!) have larger recirculating chiller systems for
air conditioning and such. This plumbing can be tapped as a source for
your exchanger instead of tap water providing efficient cooling and water
conservation.
