yes, we have done monocytes with annexin V and we get a very high
percentage of positive cells.  The monocytes have some phagocytic activity
and I believe that they phagocytize the annexin V.  Therefore, I don't
think that you can use monocytes for this assay.  I would fix the cells and
use a stain for active caspase 3 (Cell Signaling makes a great antibody).
