I don't think people should be listed as  authors on a paper unless they have played an
intellectual role and hold some intellectual responsibility for the work being published.
 So,  a member of the core lab staff might expect to be listed as an author on a
publication if she/he has developed a new method that is being employed or has
contributed to the strategy in staining or sorting.  Other than that,  I don't think core
lab members should be included as authors on  publications just because they are members
(or directors) of the core lab (or have spent hours running samples or operating a
sorter).

The only trouble with these principles is that, often, half the people listed as authors
on papers haven't a clue as to what the paper is about and are just being listed
pro-forma.  So there you go.
