I guess those who want to attach graphics can upload their pictures/docs to a central place (a couple of megabytes initially on the message-hosting server should work) through Web-based interface. Email address can be used as the authorization code for both uploading and downloading operations, so accessibility can be restricted to people of the mailing-list. If the web interface for submitting graphics/docs can automatically generate ID for what is uploaded and instantly return it to the uploading end, then the ID can be included in the mailing-list message for viewers to locate relevant graphics/docs. However, mandatory formats of graphics and docs must be used. JPEG for pictures and PDF for whatever else may work. Just a wild thought. It's a bit complicated, but may be worth of trying.
