See Roderer, et al. in Cytometry, V24,#3 for absorbtion and emission spectra of cy7. My reading of Fig. 1 from that paper shows approximately 10% absorbance at 600 nm, so the excitation would be fairly inefficient. The tandem conjugate described, cy7apc, does excite quite well at 600 nm.; it it used regularly here for immunophenotyping directly conjugated to anti -mouse and -human mABs. The emission of cy7 is above 750 nm.
