This notice is too late. Most of us have made our travel reservations. If
ISAC is to have open Council Meetings in conjunction with its scientific
meetings, the Council Meetings should be announced well in advance.  If a
list of subjects for these meetings were posted on the ISAC Web site, the
membership could at least participate by e-mail.
