As a clarification, travel to Canada and to Mexico IS classified as foreign travel for federal government employees, if not for federal grantees. However, at the NIH at least, if the meeting is one in a series organized by a US-based agency and that series is normally held within the US, then regulations associated with foreign travel can be suspended for that particular meeting.
