I  hear this alot and have fought this dragon before.
Try disabling the MS ODBC extensions. Occaisionally this will work.
However,
The absolute best advice that can be had anywhere at any price concerning BD
Cellquest and MS programs is to not run them on the same computer. Since that
is not and option for most of us, here's how we have the best results (or
luck);  Backup your data. Upgrade system RAM to 128M (64M is minimum).   Blank
your hard drive, Load your OS and all your software. Setup all your hardware
and software the way you will be using it (mailboxes, network, internet,
printers, whatever). Test your configurations and programs to make sure they
work OK. Restore your old data (optional) DO NOT restore any programs, only
your data. Load BD Cellquest. Test Cellquest and then all your programs and
configurations again. Backup your hard drive totally if everything is working.
Do Not upgrade anything MS from this point forward without starting over.
Painful, yes.
Don't even bother using Cellquest with any MS programs open. It is a recipe for
lock up.
In general, MS programs are "resource hogs" no matter which computing platform
you use. Lots of RAM is essential. Likewise,  BD Cellquest was never intended
to be used on a multi-purpose computer, it was designed for a dedicated
computer.
