Knowles (Neoplastic Hematopathology) has a nice discussion on CD45
expression and B-cells. Briefly summarizing:

CD45 expression appears to occur very early in B-cell ontogeny,
apparently prior to immunoglobulin rearrangement, and continues throughout
B-cell differentiation until about the preplasma cell stage. Most immature
and mature B cells are recognized by anti-CD45, anti-CD45RA, and anti-CD45RB
but not any anti-CD45RO. These include primary follicle and mantle zone
B-cells. Transformed B cells and preplasma cells tend to lose CD45RA and
may be reactive with anti-CD45RO MAbs.	Plasma cells are not recognizable
with anti-CD45RA or anti-CD45RO MAbs.

Most circulating B cells expressing sIg are CD45RA+. I am unaware of this
being associated with the cells state of activation.
