Core organization and fees

Hi Cytocore and Cytometry list.....
	My boss has just asked if I would make a proposal to operate our core
differently, not on a hourly basis, but by charging the main users by the
month.	We do need more funding, but I'm not convinced that is the best way
to secure it.

Has anyone done this?
What have you found to be the caveats or successes of this type of funding
support?
How did you handle occasional users or new users?
How did you decide how much to charge the different main users?  by
percentage of use or everyone the same?
Do you have other institutional support for instrumentation or are you
expect to recoup 100% of operating budget by your fees?
Have you tried hourly and found this better??

I am just full of questions.  If you don't mind, answer to the list so we
can all benefit.  Use the same subject so we can follow the
thread.....  and thanks for your input.
