I have ordered and will try software called Time Tracer by Maui Software.
It keeps track of who logs in and when they log out and will even print out
a bill when they exit.  You can adjust how much the user is charged and the
time increment by which they are charged.  It even keeps a log in an excel
spreadsheet.  They only draw back is that anyone can sign in using which
ever name they wish.  If you're interested, a demo version and more

If you're interested in a program solely for security purposes how about
File Guard by ASD Software Inc.  We might use File Guard with Time Tracer
just to keep everyone honest.  It requires every user to enter a password
and the amount of user access can be controlled.  You can lock out folders,
limit access hours, etc.  The only draw back is the log file is not great
for billing.  It can be imported to Excel but needs a lot of cleaning up.
File Guard is available through many software distributors including Mac
Warehouse.
