If the H2O flow is close to the required minimum the laser will act like you have described. Check your cooling system on obstacles that can down regulate the H2O flow and keeping the H2O pressure on a "normal" level. We have seen the same problem in our cooling system after inserting two other lasers for a new flowcytometer.
