There is an excellent protocols page by Mario Roederer, although I haven't
tried the PE method myself-

Also Prozyme has released a kit which sounds relatively easy to use and
although it seems slightly expensive it is probably good value compared
with buying conjugates etc., and may be more reliable than starting from
scratch-

I have been sent the method sheet and it seems straightforward. They also
sell activated SMCC-PE separately to the kit.
