I suggest your problem might be activity on the trans-Atlantic link, or on
links between major centres in UK.
Here in Australia, we have good connectivity between centres but the link
across the Pacific to USA is a real bottleneck at heavy traffic times.

Does anyone know the Internet topology USA<=>UK? or within UK?
