Dear David,
I don't know about Dos or Windows programm, but Macintosh freeware
exists: NIH Image allows colour manipulation of Tiff files.
The author Wayne Rasband can be reached at Wayne@helix.nih.gov.
You can download the programm by anonymous FTP at
Zippy.nimh.nih.gov.128.231.98.32. in the directory /pub/image.
